The primary responsibility of Loss Control is to plan, organize and control safety functions for the County to ensure that an effective accident prevention program is maintained and that appropriate measures are taken to comply with County, State, and related safety/risk management policies and directives. |
Duties include the following:

prepares and maintains the Orange County Safety Policy Manual |
|
provides a channel of communication between the Commissioners' Court, county officials and employees |
|
acts as liaison between Commissioners' Court, county officials, employees and Loss Control Management personnel from the Texas Association of Counties (TAC) |
|
advises the court on the development and progress of the Loss Control program |
|
maintains and coordinates the activities of a Loss Control committee, reviews accident reports with the Committee |
|
coordinates incentive and award program |
|
conducts semi-annual evaluations of the Loss Control program, presents results to the Commissioners' Court |
|
provides assistance to supervisors regarding the evaluation of safety problems and of employee safety recommendations and complaints, determines acceptable corrective measures accordingly |
|
provides the leadership and stimulation necessary to assure and maintain full employee interest and participation |
| encourages and coordinates loss control training activities for employees | |
| coordinates procedures for the completion and handling of accident and incident reports | |
| implements procedures and schedules for departmental injury reports (use of these reports will satisfy the law which requires employers to keep a record of all injuries) | |
| organizes an internal self-survey schedule for all locations and work places | |
| assists the TAC Loss Control representative and insurance carriers on all survey tours and service calls, determines the management position and prepares written response accordingly | |
| reviews and selects applicable loss control materials for display and distribution | |
| determines appropriate safety equipment and safe work practices to be employed on specific jobs based on accepted safety standards | |
| observes workers and work practices to ensure that protective devices and safe work procedures are used | |
| conducts defensive driving courses on an annual basis for employees who drive county vehicles | |
|
acts as a liaison with companies servicing fire and alarm systems and coordinates with the local fire department |
