                                                                      BIDDING PROCESS

In order to secure the best goods and services at the lowest price, Orange County has established guidelines an policies to comply with Texas State Laws.  These policies were created to promote competition, prevent favoritism and obtain the best possible goods and/or services at the lowest price.

 

FORMAL BIDS

These goods and services are acquired by utilizing the bid and quote process.   Formal Bids are published on Sundays for two consecutive weeks in the Legal Notices of the Orange Leader and applies to goods and services exceeding $50,000 or more.   Formal Bids are to be submitted In a sealed manner to the Purchasing Department on the designated due date and time. No late bids are accepted.  A current listing of bids is available and updated on a regular basis.

 

The bid specifications, which describe the goods or services, along with the terms and conditions pertaining to these bids are located in the Purchasing Department.

Once the bids are received on the designated date and time, they are publicly opened in a recorded setting and then evaluated.  After an evaluation in complete to ensure all requirements are met they are then tabulated.  A recommendation is then made to Commissioners' Court for final approval or rejection.

INFORMAL BIDS AND QUOTES

Quotes or informal bids are achieved by obtaining a written quotation submitted by the Purchasing Department to applicable vendors.  In order for a vendor to be eligible to receive a request for quotation or bid they must be on Orange County's bid and vendor list.
