The COUNTY TAX ASSESSOR COLLECTOR is a constitutional officer mandated by the Texas constitution, elected by and directly responsible to the people.  The Constitution of the State of Texas of 1845 originally set up an elective office of Assessor and Collector of Taxes.  Many changes have taken place in the last 167 years, leading to the current responsibilities of County Tax Assessor-Collectors. 


Assessor-Collectors are elected to four year terms and are one of  two constitutionally mandated county-wide elected positions.  The Tax Assessor-Collectors office collects ad valorem tax accounts as valued by the Orange County Appraisal District.  A property tax is assessed according to the value of property a taxpayer owns.  Because property taxes depend on value, they are called ad valorem, meaning "according to value".


The Orange County Tax Office collects property taxes for 21 taxing jurisdictions.  They consist of the county of orange, a port district, a drainage district, eight cities, five school districts, four emergency services districts, and a water district. The governing body of each taxing unit sets its own budget and tax rate.  The collections for these taxes are consolidated and collected by the Orange County Tax Office. 


In addition to assessing and collecting ad valorem taxes, the Tax Assessor-Collector also provides services for the renewal of beer and wine licenses and permits, boat renewal, and vehicle registration and titling.
